Here is a proposal of merger of Inspector and Asst. Supdt Cadre into one with Grade Pay 4600/- under consideration of the department. Department wants consent of Postal officers Association and All India Association of Inspector and Asst Supdts.

I have discussed with Sh. S. Samuel General Secretary of Inspector and Asst Supdt. who is against the merger and that Association wants Grade pay 4600 for Inspector, 4800 Grade Pay for ASPOs and 5400 Grade Pay in PB-2 for PS Group B w.e.f. 01-01-2006.

Postal officers Association Core committee is likely to meet in New Delhi on 25-12-2009 for consideration of different views and to take some decision.

You are requested to consider following and e-mail your considered views.

1) Whether you are in favour of merger, if yes.
2) Whether IPOs + ASPOs should be merged or ASPOs + PS Group B
should be merged.
3) What should be the consequences of the merger and what would
be the solution there of.
4) What grade pay should be for IPO/ASPO/PS Group B/ JTS etc
5) Any other additional information, which is considered essential?

The matter is very much crucial. Please consult your fellow members in depth and e- mail your reply latest by 24th any time so that the same may be taken into account

PS Group 'B': Grade Pay of Rs. 5400 in PB-2 Non Functional Scale.

Sub: Fixation of Pay of Postal Service Group ‘B’ Officers of the Department of Posts at the time of placement in the Grade Pay of Rs. 5400 in PB-2 Non Functional Scale.

Ministry of Finance vide Part “C”-Section –II of their Gezette Notification No. 622(E) dated 29th August, 2008 read with GSR 650(E) dated 8th September, 2009 circulated vide this office letter No. 4-4/2008-PCC dated 4-09-2008 and 24-9-2009, revised the pay scale of Postal Service Group ‘B’ officers / Superintendent (Posts) as follows:Sl.No. Revised Pay Scale Corresponding Pay Band and Grade Pay(i) Rs. 7500-12000 Rs. 9300-34800 + Grade Pay Rs. 4800, PB-2(ii) Rs. 8000-13500 Rs. 9300-34800 + Grade Pay Rs. 5400, PB-2 ( after four years)As already clarified vide this office letter No. 1-14/2008-PCC dated 04.11.2008, placement in higher grade pay after four years as notified is admissible to eligible officers completing four years service on or before 01.01.2006 effective from 01.01.2006 and in other cases from the date they complete four years service after 01.01.2006.

2. The pay scale of Senior Private Secretary of Postal Stenographers Group ‘B’ working in the Circle has been granted in the same manner indicated above and also communicated vide letter No. 1-24/2008-PCC dated 22.01.2009.

3. A doubt has arisen whether the benefit of granting one increment as laid down in Rule 13(i) of CCS (RP) Rules, 2008 is applicable at the time of placing Group ‘B’ officers in the higher Grade Pay of Rs. 5400 in PB-2 after completion of four years of Regular Service. The issue was referred to Ministry of Finance seeking clarification on the above points.

4. Ministry of Finance has clarified vide their Dy. No. 1098/Dir-IC/09 dated 30-09-2009 that Postal Service Group ‘B’ Officers / Stenographers Group ‘B’ are to be allowed the benefit of one increment as laid down in Rule 13(i) of CCS (RP) Rules, 2008 for fixation of pay at the time of allowing Non Functional Pay scale of Rs. 9300-34800 + Grade Pay of Rs 5400 in PB-2 on completion of four years of Regular Service.

5. Action may, therefore, be taken to re-fix the pay of Postal Service Group ‘B’ / Stenographers Group ‘B’ accordingly and arrears drawn where due.

Sir,
Next CWC has become due.Last all India Conference(22nd) was organized by UP circle at Varansi followed by cwc at Meerut in 2008 and 2009 March respectively.I have requested many our office bearers but no body is coming forward to organize next CWC.Upto Nov. last the cold wheather will be quite tolerable.Thereafter in Dec and Jan will be too cold. Hence it is better to finish this task in Nov.itself.Because there will be too cold season in northern India, it advised to come forward volunteers from Middle or south part of the country.
It is therefore humbly requested to each and every office bearer and member of this association to consult their friends/circle body members/office bearers etc and come forward volunteerly for next CWC except Maharastra circle where next 23rd All India Conference is like to be organized in May/June2010.The voluntary offers must reach the CHQ by e-mail cited above before 1st Nov,2009 so that a solid decision can be taken and notification issued well in advance. Please treat this as most urgent and need not to look towards the face of others.It is time to devote for the organization.

Respected Madam,

Seeking personal and effective intervention, kind attention is invited towards Postal Directorate memo no. 4-6/2008-SPG dated 28th July 2009 releasing the list of 52 approved officers in J.T.S. These officers have been allotted totally inconvenient Circles despite clear vacancies are available in their own Circle. In this connection following examples are put forward for kind information and perusal in favour please:

(1)Shri P.S.R.Prasad from A.P.Circle, who is offtg. On adhoc arrangement as SSPOs Vijayawada Dn., has been allotted to Chhattisgarh Circle. Whereas vacancies are there.

(2)Shri V.Ramasawmy from T.N.Circle has been allotted to farthest N.E.Circle, where our one officer belong to T.N.Circle Posted in N.E. circle has already lost his life.

(3)Shri K.Ashok Kumar is also in same queue belonging to A.P.Circle allotted to N.E. Circle despite vacancies are available in A.P.Circle.

(4)Shri R.K.Mishra, who is working as SSPOs Lucknow Dn. against clear vacancy has been allotted to Directorate whereas his domestic circumstances do not permit him even to go outside Lucknow. There are vacancies in UP Circle as well as in Lucknow.

Besides above, large numbers of P.S. Group B Officers are awaiting their re-allotment to their home circles as vacancies are there. This has already been pointed out vide this Association letter no. even dated 15.9.08, 5.12.08 and 17.7.09.
I am getting a good number of phones and communications from all parts of Country. May I humble request to the Deptt. of Posts to consider all the pending requests of J.T.S. and P.S. Group B officers earliest possible and adjust them as per their written requests.
An early action with one copy to this Association is once again requested please.

3. Vigilance/Disciplinary case if any In case any vig./disc.case of the type referred to in O.M.No.22011/4/91-Estt.(A) dated 14.9.92 from DOP&T circulated vide this office memo no.25-19/88-SPG dated 113.10.92 is pending against any of the officers, he should not be relived for posting without obtaining specific orders from this office. The officers against whom any punishment is current should not be promoted before expiry of currency of punishment. A report in this regard should be submitted immediately.
4. Fixation of Pay All the officials who wish to give option for choosing date for fixation of pay under FR-22(I)(a)(1) should do so within one month from the date of assumption of charge.
5. Officers allotted out of their parent circle The circles of allotment will immediately issue posting orders and in any case not later than 05.08.2009. In case of any difficulty in issue ofposting orders, the matter should be brought to the notice of Dte. immediately. The present circles of such officers, who have been posted to another circle on promotion, will immediately relieve the officer on receipt of posting orders, unless they submit unconditional declination. The CPMsG of the circle of allotment /present circles will personally ensure issue of posting orders by the due date and immediate relief of the officers. Despite issuance of posting orders, if any officer does not join within one month from the date of issue of posting orders, it will be presumed that he /she has declined the promotion and this should be brought to the notice of this office immediately. If any of the officers mentioned above is not working in the circle mentioned against his/her name due to any reason, this should be brought to the notice of this office.
6. No representation regarding re-allotment from any of the officers will be entertained in any case unless he/she joins the promotional post and the request for re-allotment is recommended by the concerned Head of Circle.

This Association has been approaching and writing on the subject cited above vide no. even dtd. 15.09.08 and 05.12.08 etc from time to time because the officers posted outside their home Circles to far away Circles on their approval are badly suffering.
Some of our officers belonging to Rajasthan Circle are working in Punjab Circle, which is a Punjabi speaking area. Similarly some other officers are also in same queue. Despite available vacancies in said cadre in their Circles they are awaiting eagerly their re-allotment. They are naturally frustrated as their juniors are officiating against these vacancies. Written request of these officers are already available in Postal Directorate.
It is, therefore, requested to kindly consider all the pending requests of P.S.Group B Officers and J.T.S. Officers in positive and issue their repatriation order earliest possible. With one copy to this Association.

C W C met on 14th and 15th March 2009 in Meerut City of U P Circle

The All India CWC was held at Meerut on 14th and 15th March 2009. Members from only 7 circles attended the meeting. They are AP, Tamilnadu, Delhi, Himachal Pradesh, Karnataka Maharashtra and UP.

The meeting was held under the chairmanship of Sri K.C.Bharadwaj, Asst.President. It was informed that Mr. N.V.Sutar, the President was not doing well and hence could not attend the meeting.The CWC is critical about the scant regard given by the Directorate for the representations from the General Secretary. The fate of the representations dtd. 17.04.08, 09.09.08 and 07.11.08 of the General Secretary on the anomalies on 6th CPC is not known. The receipt of the representations was not acknowledged, nor any tangible action taken. It was therefore decided to elicit information from the Directorate thro' RTI Act.

It was also decided to write to the CPIO, Ministry of Finance to call for the record and the authority on the basis of which the scale of the pre-revised scale of the Postal Superintendent was mentioned as Rs.6,500-10,500 etc.There is abnormal delay in conducting DPCs for Group-B and above cadres. As such it is also decided in the CWC to call for the year-wise vacancy position, due date of DPC, actual date of DPC and date of release of select panel during the last 10 years.As per the orders of the Dept. of Personnel and Training a reserve panel of the approved officers is required to be maintained. Non-preparation of the reserve panel results in retirement of senior officers getting promotion in the last years of their service. The Directorate is also being questioned on this thro' RTI Act 2005.

The discriminatory order contemplating transfer of Group A officers who are left with 8 years of service was discussed. It has been decided that the legality of the order is questionable and that the GS., may take legal opinion and proceed further.The GS will be meeting the Secretary Posts shortly and another Bulletin will be issued shortly.
