A LETTER FOR CORRECTION


Today there was tweet in POA whatsapp Group commenting on the credibility of association officer bearer. It is made clear to all that we have our limitation and sacrifice level because we have very limited support even within circle what to call of All India. In some circles secretaries are made scapegoat and are sufferer but nobody cares for that. Any way we are doing our duty, here is a letter as desired by our members. All are requested to go through and offer your comment so that GS may issue it to the satisfaction of our members.

Subject:  Regarding organizational Restructuring in Department of Posts.

Respected Sir,

SIR, All the organisations including our esteemed department carries out cadre review in all the cadre in such a way so as to remove the deficiencies which might be existing at the time of the constitution of a service or have crept in subsequently and ensure that the cadre structure satisfies the functional, structural and personnel considerations. With this aim Cadre review is carried out in all cadres including IPoS cadre every 5 years whereas for Group B officers no such cadre review has been carried out ever.

Nevertheless, it is the cadre review that provides an opportunity to overcome various bottlenecks, remove existing distortions and bring about rationalisation of cadre structure so as to improve the efficiency and morale of the cadre officers and thereby enhance the effectiveness of the Service in the fulfilment of the objectives. But unfortunately last two cadre reviews have reduced moral of PS Group ‘B’ officers as their promotional prospective had diminished to large extent. In the recent two such cadre review 47 JTS posts have been reduced and the promotional ration has been brought down to 50:50 from 75:25 and as a result many of our officers are retired as Group B officers. It is not the end even for us timely DPC for promotion to JTS cadre is not being convened resultantly 80% of the officers are retiring in Group ‘B’ without even enjoying increment benefit at level 9 (GP 5400/-).

Recently department has set up a committee for cadre restructuring of Inspector post and ASP cadre and it is understood that proposal of the same is under consideration of directorate. From this the IPs or some junior ASPs could be at advantageous stage but senior Group B officers who had put considerable service together in IP cadre as a whole will again be loser. Moreover there will be functional disparity to adjust a chunk of upgraded post of Group ‘B’ in the existing PS Group ‘B’ divisions.   

It is pertinent to mention here that to overcome all functional problems organizational restructuring as called for vide directorate letter number 23-1/2012-PE-II dated 10-5-2012 along with IP/ASP cadre review can be the solution. Accordingly a complete proposal was submitted to directorate wherein beside other aspects, it was discussed to up-gradate Class II divisions to Class I and in such a way each division could have 2 PS Gr. B officers or more as per justification without any functional problem. Under organisational restructuring no matching saving will be required. With the invent of technology on DOP and Consequent upon introduction of new business, organizational Restructuring could work as a boon.

         There is also no harm to upgrade Class-II divisions to Class-I with simultaneously up-gradation of the posts of ASP (HQ), ASP (Sub Divisions) up-to PS Group “B” level. This will definitely prove result oriented and every cadre will provide their true commitment to various policies and programmes of the department by ensuring its successful implementation.

This association is ready to be part of the meeting with the committee members of cadre restructuring constituted by directorate for IP/ASP. Waiting for positive response and if required meeting may be allowed to held separately with Postal Officer Association for detailed discussion/clarification.

REMINDER TO SECRETARY POST REQUESTING TO REVISIT ON ALLOTMENT/RE-ALLOTMENT POLICY

Subject:  Regarding revised guidelines on allotment / re-allotment of Postal Services Group “B” officers from one circle/unit to other circle/unit.

Sir,
            Your kind attention is invited towards this association letter number even dated 27-5-2018 (Copy enclosed) wherein a request was made to your kind honour to issue orders to revisit the revised guidelines issued by department on allotment/ re-allotment of PS Group B officers to their parent circle. Sir You will agree that for effecting rotation transfers of officials posted on sensitive posts, Nodal Ministry had time and again advised to identify the sensitive posts and staff working in these posts and also to ensure that they are strictly rotated after every two/three years to avoid developing vested interests.

2.         Apparently when there was already a defined set procedure of DOPT on transfer policy that covers allotment/ re-allotment structure also there would not have any need for fresh policy. Despite having clear cut policy, which is otherwise not observed in many circles in present scenario so new policy has add much to the injury of our members effecting their efficiency. Hence request you to have fresh look on it.

3.         It is therefore again requested to your kind honour to pass orders to do away with the new guideline and follow the transfer/allotment/re-allotment policy already in vogue in the department. The existing policy also conforms to the guideline issued by DOP&T from time to time. The pending JTS and Group “B” DPC may also be convened early so that uneven allotment may be avoided and right of officers are protected under their given quota even when working on adhoc basis. The re-allotment of JTS officers / PS Group B officers working out of their circles may kindly be considered for re-allotment to their parent circles as per available vacancies.

An immediate action along with a line of reply is requested.

Subject:  Regarding revised guidelines on allotment / re-allotment of Postal Services Group “B” officers from one circle/unit to other circle/unit.

Respected Sir,

Directorate has issued the above referred letter revising guidelines on allotment/ re-allotment of Postal Services Group B officers from one circle to other superseding its earlier policies issued by the department from time to time. Sir, you will agree that there is already a defined set procedure of DOP&T on transfer policy that covers allotment/ re-allotment structure also. As such these guidelines are nothing but overruling DOP&T policies creating hardship to our members particularly promoted after rendering 25-26 years of service in IP cadre and have family liabilities on their shoulders during last 5-6 years of service or fag end of their service career. It is seen that new guidelines lay emphasis to help executive structure their enterprise to create accountability for results to which the association is also inclined. But at the same times the POA association would like to say that DOPT guidelines on transfer policy are not observed in many circles in present scenario and still these are interpreted for adjustments without any transparency.

2.         Moreover consequent upon introduction of new business branches, the Department of Posts is on the verge of conversion into a dynamic organization for which providing good working environment to the staff and comfort to potential customers or visitors is must. This all would be possible if the officer heading division is familiar to culture, adjustable in that environment and free from health or family problems. In addition, DOP&T circulars also lay down guidelines on postings of spouse at the same station, and postings of disabled Government servants/ parents of disabled children as such requiring no further revision if the earlier policy is implemented in letter and spirit without any favouritism by rotating officers as per given tenure. 

3.         Furthermore instructions of Central Vigilance Commission on rotation of officers holding sensitive post after every two/three years to avoid developing vested interests can be scrupulously followed in the parent circle by rotating officer on non sensitive seats in nearby division as per standard policy. As such framing fresh guidelines ignoring positive aspects is neither in the interest of department nor individual officer.

4.         It is therefore requested to your kind honour to pass orders to do away with the new guideline and to follow transfer/allotment/re-allotment policy already in vogue in the department.
