OFFICE MEMORANDUM 
Subject: Grant of Dearness Allowance to Central Government employees - Revised Rates effective from 1.1.2019. 

The undersigned is directed to refer to this Ministry's Office Memorandum No. 1/2/2018-E-II (B) dated 7" September, 2018 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 9% to 12% of the basic pay with effect from 1°° January, 2019. 
2. The term 'basic pay' in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7 CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc. 
3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21). 
4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored. 
5. The payment of arrears of Dearness Allowance (from January to March) shall not be made before the date of disbursement of salary of March, 2019. 
6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively. 
7. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Compi: r ler and Auditor General of India.

REQUEST FOR VIGILANCE/CBI ENQUIRY INTO THE DEATH OF CAPTAIN M.JAYANTH KUMAR

Subject:    Request for vigilance/CBI enquiry into the death of Captain M. Jayanth Kumar PS Group B officer CBPO, APS, New Delhi.

Respected Sir,

          With due deference, Postal Officer Association wishes to bring to your kind notice, one of the unfortunate alleged suicide incident occurred in CBPO unit of Army Postal Services.  On Friday morning, Captain M. Jayanth Kumar PS Group “B” officer of Karnataka Postal Circle now on deputation to CBPO, APS, New Delhi was found hanging from the ceiling fan in his Vasant Vihar staff quarter in Delhi. The members of this association are very upset on the untimely and unfortunate death of one of their honest, laborious, innocent and dynamic officer.

As per information available with this association, Delhi Police have registered a case under section 174 of Cr.P.C and during preliminary enquiry recovered suicide notes from the crime scene. In the suicide note, as reported by Express News Service New Delhi dated 23-02-2019, officer was stressed as some people have misused his innocence. Though the publication is in brief and has not elaborated the position yet members of the association are of firm view that the officer was bold enough to face all the troubles and stresses of life which are adequate to rule out suicide theory. To confirm this averment, it is mentioned that the officer might have also mentioned the names of the people who allegedly tries to misuse his position to safeguard themselves in any of the probable departmental enquiry entrusted to the officer for investigation.

Perusal of the press clipping and other information gathered by this association reveals that officer has not committed suicide but something fishy happened that is a subject matter of investigation by premier agency like CBI. The possibility of canteen scam to which he may be an investigating officer cannot be ruled out. If the officer who detect the scam are not provided any safeguard, then the day would not be far when such officer, fearing their personal involvement, would not dare to report and investigate particularly where such kind of sacrifice are required to prove honesty and his honour. In this unfortunate incident, we have not only lost our dedicated, brave, sincere and hardworking officer but also miserably failed to unearth the bad incident for which this association now expect that our department will take this case at appropriate level so that real culprit may be brought to fore.

It is therefore urged upon to pass an order to APS authorities for immediate departmental vigilance enquiry at APS Directorate level on the points raised by the deceased officer in his suicide note linking it to the canteen scam inquiry if any to elicit the truth and to bring the real culprits behind bars. If their needs be and find wrongdoings department can ask for CBI enquiry orders to APS authorities. It is also requested to device safeguard measures for the officers conducting enquiries in order to avoid any such incident in future.

DRAFT SENIORITY LIST OF PS GROUP 'B' OFFICERS AS ON 1.04.2016

Subject: Draft Seniority list of P.S.Group ‘B’ officers as on 1.04.2016 – reg.

Respected Sir,
Postal officer Association expresses its sincere gratitude to the staff of SPB-II Division of Directorate for issue of draft seniority list of P.S.Group ‘B’ officers corrected up-to 1.04.2016. At the same time it is apprised that the seniority list is full of ambiguities that needs rectification by taking the following into consideration before issue of the final draft. 
Most of the members of this Association particularly senior officer promoted against seniority quota and on the verge of retirement has noticed that above seniority lists has not been prepared correctly as their interest and rights for promotion to JTS have been completely ignored. No care has been bestowed while fixing the seniority as per given quota in the available sanctioned strength of 866 posts in PS Group “B” cadre. As per already settled position, 649 Group ‘B’ posts against 75% quota have been earmarked for selection on the basis of seniority cum fitness, 165 posts against 19% quota for LDCE from IP line officials and 6% i.e. 52 posts through LDCE for General Line officials. For all these three quotas separate post based rosters have been prepared by the department clearly marking the total vacancy earmarked for each quota without any dispute. This fact has been completely ignored affecting the right of senior officers.
It is also brought to your kind notice that when 165 (IP line) + 52(General line) = 217 posts alone are reserved under the 19% and 6% quota for promotion through Limited Departmental Competitive Examination from a particular line how about 220 junior most officers promoted through LDCE can be adjusted in the so called new seniority list ignoring the right of officers promoted through seniority cum fitness. This is despite the fact that more than 100 officers promoted through LDCE of 25% quota roster are already finding place in the seniority list. Apparently post based roster has not been consulted while calculated vacancies and now the present seniority list will further mar the promotion of officers promoted through seniority cum fitness. This shows that there was something grossly wrong with the stand taken by the department to adjust such promote at the cost of seniors waiting their turn in JTS even after rendering 31 years of service in IP line.
Furthermore supplementary DPC for the left out 23 vacancies for the vacancy year 2011-12 was not convened that also disturb the seniority of officers promoted against 75% quota meant for seniority-cum-fitness promotions of the respective year. As such 23 IPs of 1988 batch should be placed above serial number 225 of seniority list.  Moreover name of some the officers selection of those was kept in sealed cover and now promoted in respective vacancy year is missing in the seniority list. Name of officers listed at serial number 228 to 240 needs to be discarded being double entry. In the remarks column, the method of selection whether it seniority cum fitness or LDCE or GL has not been mentioned to check the inter-se-seniority.
It is therefore requested to revise the seniority list by settling the above ambiguity so that no one feels discriminated.
