Sub:- Conducting JTS DPC Group A for the years from 2017 to 2023 - regarding

 

Respected Sir,

 

            This is regarding conducting DPC to JTS Group A cadre for the period from 2017 to 2023. In this regard, a kind reference is invited to this Association letter no. CHQ/POA/1-15/2020 dated 31.08.2020 on Resolution No 03 & 06 of All India Conference held at Chennai and letter no. CHQ/POA/24/2021-23 dated 23.08.2022, the meeting held at Directorate on 02.12.2021 and a short meeting held in the Chairmanship of respected Sir on 16.09.2022 with the office bearers of this association. In the periodical meetings as well as in the meeting held on 16.09.2022,it was agreed to ensure completion of the JTS DPC upto 2023 by December 2022 considering an extended panel of Group B officers in the place of officers who have already retired as on date of DPC.

 

            This association has time and again brought the case of abnormal delay in issue of Promotion orders to the cadre of JTS Group A. The last promotion list pertaining to the year 2016 was issued on 23.05.2019. DPC for promotion to the cadre of JTS Group A from the year 2017-2018 onwards has not been declared so far for the reasons best known to the administration. Resultantly, the officers in the line of consideration are being discriminated financially and are denied fixation in seniority at a relevant place of the given vacancy years.

            We would like to emphasize that many of our senior members who are working as PS Group B officers since 2010 are still continuing in the same cadre without any promotion, only because of the abnormal delay in finalizing the DPC for JTS Group A Cadre. This has not only resulted in heavy financial loss of recurring nature to these members, but has a cascading effect in their future promotions also, which has created immense frustration, there by affecting the productivity in the field.

            In the meeting held on 16.09.2022, decision of the Govt. of India, communicated vide Directorate letter no. F.No. W-18/2/2022-SPN-1 dated 15.07.2022 was also discussed and it was agreed to take up the JTS DPC case in mission mode. But it is very painful to bring in to your kind notice that no initiative has been taken so far to complete the JTC DPC upto 2023 and neither fresh Zone of Consideration has been issued nor any communication in this respect has been made with Circles till date.

 

            We once again request your honour to issue immediate action for conduction of DPC to JTS Group A from 2017 to 2023 taking the DPC quota vacancy of STS also into consideration and by drawing an extended ZoC of the senior Group B officers in the place of officers who have already retired as on date of DPC. This will not only boost the morale of the senior Group B officers but also enhance the

 

 

 

chance of the senior IP/ASPs to get their promotion in PS Group B cadre, thereby benefiting a large number of senior PS Group B and IP/ASP officers who are the backbone of the department in the field.

 

            Therefore, this association once again urges in your honour to take immediate initiative for completion of JTS DPC up to the year 2023 taking vacancy of STS Quota till availability of regular STS from JTS.
