Subject: Request for consideration of transfer of Postal Service Group ‘B’ and JTS/STS officers to their respective Home Circles, subject to availability of vacancies

Respected Sir,

On behalf of the Postal Officers Association (I), we respectfully thank the Department for having considered the request of officers already serving in other Circles for repatriation to their home Circles vide Directorate order No. R-09/15/2026-SPG-II-DoP dated 10.09.2026. Many of the officers who were working in distant Circles now got accommodated in their Home Circle, which not only bring relief to the Officers, but also brought big relief to the family members of the officers. 

On behalf of the Association we submit the following for kind consideration regarding the pending request transfer of Postal Service Group ‘B’ and JTS/STS officers and JTS/STS who are presently posted outside their respective Home Circles.

A considerable number of officers have been serving outside their native/home circles for extended periods. While the officers have continued to discharge their duties with utmost sincerity and commitment, many of them are facing genuine and pressing difficulties due to their prolonged stay away from their home circles. For example,  Shri S.Karthikeyan, Sr. Postmaster, Kolkatta, Shri Komal Singh, Dy. SPOs, Asansol, Shri M.Ramesh, Dy. SPOs, Barrackpore, Shri Mishra Santosh Raushan, AD, PTC Darbhanga and many officers are still waiting for their chance.

The major difficulties being faced by such officers include:

Health-related issues: Officers and/or their dependent family members may require continued medical care and treatment, which is often difficult to manage while posted far away from their home circle.

Family and personal hardships: Prolonged separation from spouses, children, elderly parents and other dependent family members creates considerable personal and emotional hardship, particularly in cases where the officer is required to take care of dependent parents or family members.

Language and local communication issues: Officers posted in circles having a different regional language frequently face difficulties in day-to-day communication, interaction with local offices and the public, and adjustment to the local environment. This becomes particularly challenging when officers have to serve for prolonged periods outside their linguistic and cultural region.

Long duration of service outside the Home Circle: Some officers have completed substantial periods of service outside their respective Home Circles and may now be considered for transfer.

The Association fully appreciates that transfers are subject to administrative requirements, availability of posts, prescribed norms and the exigencies of service. However, we earnestly request that a provision/mechanism may kindly be considered for transfer of Postal Service Group ‘B’ and JTS/STS officers to their respective Postal Circles, wherever suitable vacancies are available, without adversely affecting the administrative functioning of the concerned Circle. 

It is also seen that there are discrepancies in number of sanctioned Posts in PS Group B Posts with reference to data maintained by Circles & Directorate. For example, the information in respect of Tamilnadu Circle is as detailed below:-

There is difference of 3 Posts between Circle & Directorate

This difference is also one of the reasons for non-consideration of request transfers to TN Circle. Tallying the number of sanctioned Posts is very much urgent task in connection with re-organization task carried out by the Department. This will remove the hurdles in repatriation of officers to their home Circles. 

Such a measure would provide significant relief to officers facing genuine hardship while also improving their morale, mental well-being and overall efficiency. It would further enable experienced and eligible officers to continue rendering their services with greater stability and effectiveness.

We therefore request the Department to kindly consider:

permitting/considering request transfer of Postal Service Group ‘B’ and JTS/STS officers to their respective Home Postal Circles, subject to availability of suitable vacancies;

giving due consideration to cases involving serious health issues, dependent family members and prolonged separation from the Home Circle;

providing a transparent and equitable mechanism for consideration of such requests; and

examining the possibility of accommodating eligible officers against available vacancies without compromising administrative requirements.

The Association sincerely hopes that the genuine difficulties being faced by its members will receive sympathetic and favourable consideration.

We shall be grateful if the matter is considered sympathetically and appropriate instructions are issued to the concerned authorities for examining eligible cases in accordance with the applicable rules and availability of vacancies.
