Subject: Request for immediate personal intervention for expeditious conduct of Postal Service Group ‘B’ DPC pending for the last two years

Respected Sir,

I most respectfully invite your kind and immediate attention to the inordinate delay in convening/conducting the Postal Service Group ‘B’ Departmental Promotion Committee (DPC), which has remained pending for nearly the last two years, reportedly on account of pending court cases.

The prolonged pendency of the DPC has caused serious prejudice to the eligible officers who have been awaiting consideration for promotion for a considerable period. The delay is adversely affecting their career progression, seniority, promotional prospects and professional morale, despite their having fulfilled the requisite eligibility conditions.

At the same time, the continued non-convening of the DPC is also having an adverse impact on the effective functioning of the Department. Non-filling of promotional/Group ‘B’ posts has resulted in an imbalance in the availability of experienced supervisory officers and is placing additional administrative and operational responsibilities on the existing workforce. This is particularly concerning at the present crucial juncture, when the Department is required to maintain efficient and uninterrupted delivery of its expanding range of services.

It is appreciated that the pending judicial matters may have legal implications. However, considering the prolonged nature of the delay and the hardship being caused to a large number of eligible officers, it is earnestly requested that the matter may kindly be personally reviewed at the highest appropriate level and all permissible avenues may be explored for expeditious resolution of the issue.

It is further requested that, subject to the orders of the competent courts and applicable rules/instructions, necessary action may kindly be taken to convene the DPC at the earliest possible opportunity, or to consider any legally permissible alternative arrangement so that the legitimate promotional interests of eligible officers are not kept in abeyance indefinitely.

I sincerely hope that your kind personal intervention will bring an early resolution to this long-pending matter and provide much-needed relief to the affected officers, while also strengthening the administrative efficiency of the Department.
