On 08.07.2026, Shri Devendra Sharma, President, Chq, Rajiv Kumar, General Secretary, along with Shri Amit Kumar, Circle Secretary, Delhi Circle, visited the Postal Directorate, New Delhi and met the Secretary (Posts), Member (Personnel), Member (Estate), Member (CS), DDG, and other senior officers.
On behalf of the Postal Officers' Association (I), we welcomed the newly appointed senior officers and conveyed our best wishes. We also took the opportunity to discuss several long-pending issues concerning Postal officers with the Secretary (Posts), Member (Personnel), and other senior officers in detail.
The following issues were taken up:
1. Vacant JTS/STS Posts: We highlighted that nearly 25% of the JTS/STS posts (approximately 65 posts) are lying vacant. Due to these vacancies, officers are compelled to hold additional charge, resulting in excessive workload and adversely affecting their professional efficiency, family life, and overall well-being.
2. Non-Convening of DPC for Postal Service Group 'B': We expressed serious concern over the non-convening of the Departmental Promotion Committee (DPC) for the last two years and explained the hardships being faced by eligible officers. The Directorate informed us that they are fully aware of the issue and that the delay is primarily due to pending court cases. They assured us that all possible efforts are being made for early resolution of the matter and timely convening of the DPC.
3. Cadre Review of Postal Service Group 'B': We pursued the issue of cadre review. It was informed that a committee has already been constituted for this purpose, and we were advised to submit our views and suggestions before the committee for due consideration.
4. Restructuring of Divisions: We discussed the restructuring of Postal Divisions and the need for a scientific and rational methodology for assessing the workload of Divisional Heads.
5. Transfer Cases: We requested expeditious consideration of transfer cases of officers serving outside their home Circles on compassionate and administrative grounds.
6. Nomenclature and Financial Powers: We urged the Directorate to finalize the nomenclature and delegate appropriate financial powers for the posts of Deputy Superintendent of Post Offices (Dy. SPOs) and other posts created after cadre restructuring.
7. Direct Credit of PLI/RPLI Incentives: We requested the introduction of a Direct Credit Mechanism through the McCAMIS System for crediting PLI/RPLI incentives directly into the accounts of Divisional and Sub-Divisional Heads to ensure timely and transparent disbursement.
The discussions were cordial view that we all should work together for improvement in the Department.
Authorities has assured that the issues raised by the Association would receive due consideration.
The Postal Officers' Association (I) remains committed to pursuing these matters with the Directorate.
