Yesterday Sh. RN Yadav (GS, POA), Sh. Hari Mohan, AD (Punjab) and Sh. Roop Chand (Senior Postmaster, Delhi) visited Directorate, had meeting with concerned officers and discussed the following issues with the results noted aginst each :

Convening of early regular DPC for promotion to JTS Group ‘A’.

File pertaining to JTS DPC has again returned by UPSC due to non-finalization of the reservation issue in promotion. DPC in promotion can only be convened if a certificate in the file mentions that promotion is as per quota and there is no excess representation in any of the category. Since element of direct recruitment in the ratio of 75:25 is involved so no officers will own responsibility on this issue due to fear of contempt. They know that even a single representation can put the file handling officer in trouble. The only way out for immediate relief is that the effected officer may file a case on this count only then the things can move otherwise this will take its own course and letters from Association will have little effect.
Repatriation of Group “B” officers.
It is learnt that repatriation of Group ‘B’ and even ‘A’ is linked to respective DPCs as is done ealier.
As far as Group ‘B’ DPC is concerned, vacancies under respective quota against 649 posts (75% seniority cum fitness), 165 posts (19% LDCE from IP line), 52 posts (6% GL) are being recalculated from 2012 onward to check any overlapping and reaffixing seniority under each quota. Thereafter DPC will be convened for the year 2017-18 and 2018-19 on the basis of respective post based roster vacancies. This time vacancies under 75% quota may be less as compared to LDCE (25%). However it is hoped that his may be done within 2 month time.
Fixture of pay of Group ‘B’ officers w.e.f. 1-1-2006 while issuing orders for placing IPs in GP of Rs. 4600/-
Our association has raised this issue with directorate, as per representation posted on this blog also for which file is under submission and decision is likely to be received within one month. All are requested to kindly peruse these letters.
It is hoped that:
1. As provided in MOF OM No. 10/2/2011.E.III/A dated 7-1-2013 fixture of pay in ASP cadre will be done in the manner as prescribed in Rule 13 (i) of CCS (RP) rules 2008 w.e.f 1-1-2006, thereby means addition of one increment for those who were ASPs as on 1-1-2006.
2.  In view of para 7.6.14 of the report of 6th Pay commission  Group “B” officer in PB-2 with a Grade pay of Rs. 4800/- will get the Grade Pay of Rs. 5400/- after completing 4 years of regular service   on non – functional basis even if received under MACP. It is our demand also that it should not linked to joining in Group ‘B’. A positive not is there in the file so most probably decision will be in our favour. In case 1% decision is received against us then be prepared to file a case in CAT bench Chandigarh. This benefit will not be application to those who got GP of Rs. 4800/- after 1-1-2012 because as on 1-1-2016, 7th pay commission upgraded the scale of IP/ASP/Group B to 4600/4800/5400 and our pay has been fixed accordingly w.e.f 1-1-2016 and in such event revised pay rules will be applicable.
Grant of NFSG to PS Group B officers at level 10.

As 7th pay commission has merely given replacement at level 9 (GP of Rs. 5400/-) to PS Group “B” officers as given in illustration with effect from 1-1-2016. However, Ministry of Finance F No. 26017/219/2016- Ad.II.A dated 10-4-2017 had clarified to the revenue department that since 7th CPC recommended only normal replacement pay level for Superintendents so NFGP introduced on the basis of 6th CPC recommendation will continue under 7th CPC regime by replacing the pay structure of pay band and Grade Pay with the corresponding Pay Levels/ Cells in Pay Matrix. As such all PS Group B officers are eligible for fixture of pay on completion of four years of service in Group ‘B’ with corresponding pay levels 10. A separate letter on this count has been given to the directorate that will be pursued for action. The pay of officer who completed 4 years of service at level 9 has been requested to fix at level 10.
