Subject: Regarding
provision of Inspection Vehicle to RMS Divisions.
Respected Sir,
The
26th All India Conference of Postal officers Association was held on
8th and 9th April 2018 at Panchkula to discuss various
issues pertaining to the cadre and one of the above subject was discussed in
detail. After discussion, following resolution was passed unanimously.
“Postal
officers Association unanimously resolve to urge Secretary (P) to provide
Inspection vehicles to RMS Division on the pattern of Postal Divisions to carry
of urgent Inspection and other marketing work. Till any final
decision is arrived, association request Secretary Posts to issue necessary
instructions to the Circles for allowing RMS divisions to outsource Taxi
services as per provisions given in General financial Rules.”
It
is therefore requested to kindly consider the resolution in the interest of service
that will in turn bring efficiency, boost the productivity and improve quality
of service.
Association
hope that an early and favourable action will be taken by the department.
RESOLUTION No. 2

Subject: Holding
of timely DPCs.
Respected Sir,
The
26th All India Conference of Postal officers Association was held on
7th and 8th April 2018 at Panchkula to discuss various
issues concerning cadre so as to bring efficiency in services. Association
finds delay in promotion and non conducting timely DPC as the cause of deficiency
in services due to lack of charm. After discussion, following resolution was
passed unanimously.
“Postal
officers Association unanimously resolve to urge Secretary (P) to immediate convene
DPC for promotion from JAG level to JTS cadre as no DPC has been held since
2016 and number of senior PS Group B officers are retiring without promotion to
JTS level what to talk of getting scale of STS or promotion in JAG level. It is
also requested to convene DPC in advance and draw extended panel to fill the
vacancy immediately in arrangements. The officers holding joint charges of the
divisions for the duration more than 15 days should be given remuneration @2%
of basic pay as recommended by 7th pay commission also. ”
It
is therefore requested to kindly consider the resolution in the interest of service
so that no officers felt of depriving their legitimate rights.

RESOLUTION No. 3

Subject: Provision
of Assistance of Stenographers to all PS Group B officers.
Respected Sir,
The
26th All India Conference of Postal officers Association was held on
7th and 8th April 2018 at Panchkula to discuss various
issues concerning cadre in general and bringing service efficiency in
particular. After discussion, following resolution was passed unanimously.
“Postal
officers Association unanimously resolve in All India conference at Panchkula to
urge Secretary (P) to provide assistance of stenographer to all PS Group B
officers heading divisions or working in CO/RO and fill up all vacant post of
stenographer/ Private Secretary.”
It
is therefore requested to kindly consider the resolution in the interest of service
so that inspections, enquiry carried out are issued timely and monitoring of
services new projects is done to desired extent.

RESOLUTION No. 4

Subject: Issue
of Inspection questionnaire in the back drop of technology advancement.
Respected Sir,
The
26th All India Conference of Postal officers Association was held on
7th and 8th April 2018 at Panchkula to discuss various
issues concerning cadre in general and bringing service efficiency in
particular. After discussion, following resolution was passed unanimously.
“Postal
officers Association unanimously resolve in All India conference at Panchkula to
urge Secretary (P) to finalise the roll of divisional head during visits,
inspections etc. and issue inspection questionnaire in respect of Head Post
office, Single handed Post Office, Double Handed Post Office and above in the back
drop of technology advancement such as CBS, finacle, McCamish, CSI, RICT,
POPSK, Aadhaar IPPB and other related subjects. Proper training must be
imparted at appropriate level in order to successful implementation and
monitoring thereto.”
It
is therefore requested to kindly consider the resolution in the interest of service
so as to curb the untoward events that many-a-times happened due to lack of knowledge
and non availability of suitable training, SOP, inspection questionnaire,
directions etc.
Association
hope that an early action will be taken by the department.
Besides, draft of three more resolution is under preparation and will be posted on the blog later on. In the mean times above four resolutions are placed before the members for approval of text and suggestions if any. All are requested to go through the contents and suggest changes that need to be incorporated in the drafts before issue.

I think the resolution reg veh to Ssrm and Steno to DH are not significant enough in these days. dept will cite the fund position for non supply of veh to Ssrm and as soon the recruitment of Steno will be conducted, it will be provided to dh. Instead we may take some other resolution which need immediate attention of the dept like issue of revised inspn questionnaire etc.
Instead of going for veh, permission may be sought for using hired taxi like ola/uber etc by the city based rms divisions.
The need of setting up of exclusive inspection team and bd team at regional level (new idea) to be put forth (headed by bd specialist officers)which will look after the inspn/bd works giving much relief to divisional head who in turn concentrate on other core activities like rpli/parcel/ippb and implementation of rict and other new ideas.
