DPC AND REALLOTMENT ISSUE

Sub:     Allotment recently promoted JTS officers to their parent circle and Convening of regular DPC for promotion to JTS Group ‘A’ for left out vacancies as per allotted quota of that vacancy year.  

Respected Sir,

 Postal Officers Association is thankful to your kind honour for convening JTS DPC for the year 2016-17 and allotting all the officers to their parent circle except two officers of AP Circle who have been allotted to far flung circles despite the facts that sufficient Group A post are lying vacant in their parent circle to accommodate them too. Sir, you will agree that there is acute shortage of PS Group B/JTS/STS manpower in almost all the Postal Circle and every cadre man is overburdened. Allotment of officers to other circle with belated promotion is adding further suffering of the officers. This is also adversely effecting the implementations of many upcoming projects in Department of Posts as officers in other circles takes time to adjust. 
Furthermore there is acute shortage of head of the Divisions which is being ignored altogether in some circles. Whereas some officers are being given convenient postings even on adjusting them at leave vacancies and some others are posted at far flung places though they have more convincing grounds. This causes resentment amongst our officers who are allotted to other places as did in case of officers promoted from AP Circle to odisha and West Bengal Circles. As such there is a need to formulate uniform policy on allotment of Group B officers on promotion along with timely DPC as per DoPT guidelines.
In this regard, a kind reference is invited to para-3 of the Department of Posts (Personnel Division) letter No.25-10/2014-SPG dated 09/07/2014 coupled with para-7 of DOP & T OM No.22011/9/98-Estt (D) dated 08-09-1998 wherein it is provided that a DPC may take into account all clear expected vacancies by retirement in the concerned grade as well as chain vacancies on account of retirement etc. in the higher grades which can be clearly anticipated in the same vacancy year.
This Association also place our distress before the high-ups for not taking of into consideration STS post while calculating vacancies for JTS posts. As per new RRs Group “B” officer having 6 years service is eligible for officiating on STS posts. Sir, prior to revision in IPoS and Group B recruitment rules, all the approved PS Group B officers with seven years or more were considered to officiate on STS posts. Now consequent upon lowering the period of consideration a Group B officer with 6 years of service would be eligible for promotion to STS posts. As such all the STS posts on which PS Group B officer are officiating should be considered as vacant for JTS DPC purposes . In many Circles a great chunk of Group “A” post are lying vacant and PS Group “B” officers are officiating against these posts constantly for several years creating resultant vacancies in Group “B” and imbalances thereof up-to IP/ASPs level.Hence convening timely DPC could be the solution to all these
Furthermore, JTS DPC for 2017-18, 2018 and now 2019 is either pending or due for which process should have been completed or commenced by now taking into consideration all the DoPT guidelines on the subject. The department has notified candidature of 19 officers whereas more vacancies should be for our quota as DPC for 2016-17 should have been as per old recruitment rules for which our quota was fixed @75%. In this regards association letter dated 17-10-2017 also refers, copy of which is enclosed as Annex-I.The total vacancies for the DPC of vacancy year 2016-17 should be 35 and not 19. 
In view of above, it is earnestly requested to kindly pass orders to (a) convene pending JTS Gr. A DPC for the year 2017-18,2018 and 2019 for all the vacancies meant for us. (b) issue immediate re-allotment orders of two newly promoted JTS officers to their home circle / choice station against vacancies already available in AP Circle so that they can function as effectively as ever and take active part in the process of quick transformation in the department.
