A kind reference is invited to Directorate memo cited above wherein Adhoc promotion and posting of PS Group B Officers to the cadre of JTS Group A was issued on 10.11.2023 for a period not exceeding one year. 

The above said Adhoc promotion is about to expire on 10.11.2024 and many officers of the Department, who are members of this Association would be affected if the said Adhoc promotion is not extended beyond 10.11.2024. 


Adhoc promotion has been offered for 121 officers and majority of them has accepted the promotion and joined the new post with a hope that, Department will regularize the Adhoc arrangement early. This Association has also pointed out the need for urgent processing of regular JTS promotion from the year 2017, but the process is getting delayed for one reason or other and still JTS regular promotion orders are yet to be issued by Postal Directorate.


Many officers were allotted to other Circles also and officers posted within Circle also has to move out of the existing station due to non availability of adequate vacancies and now settled in the new location, with a hope that, adhoc promotion will be regularized. Many of the officers shifted their family due to the Adhoc promotion and if the said arrangement is terminated now, it would be adversely affecting the studies of wards of the officers who shifted to new location for joining the new post. Adequate vacancies are also not available in PS Group B cadre have to move to accommodate all the officers in the same station.


Further transferring the officers to another location will also result in unnecessary burden on the exchequer.


It is confirmed in the minutes of periodical meeting held on 18.09.24 with this Association that, the proposal for regular promotion to the cadre of JTS Group A was already sent to UPSC and dates for convening the DPC will be given shortly. 


Further if the existing Adhoc arrangement is terminated further adhoc arrangement can be made only after collection of huge data from all circles including APARs of all the officers. Till such time managing the Group A posts will be very difficult in the Circles and majority of Class I Divisions will be forced to be managed by additional charge only, which will adversely affect the business prospects of the Department at this crucial period.


Further Department vide OM No. Q-25/4/2024-PE-I-DOP dated 27.09.24 has circulated compendium of instructions for creation, revival, continuation, conversion, transfer, up-gradation, down-gradation and abolition of Posts. As per the said OM down-gradation of a higher Post to a lower-level post in the hierarchy shall be a temporary arrangement, to be exercised only when candidates in feeder cadre are NOT eligible for promotion. In this case, the candidates in feeder cadre [i.e., PS Group B] are eligible for promotion, but the promotion is getting delayed due to various other aspects. When Circles are not in a position to downgrade a JTS Post to PS Group B and when adequate officers are also not available in JTS cadre to manage the posts, it will result in managing the Class I Divisions through additional charge only. 


Keeping in view the challenges discussed above in termination of Adhoc promotion order issued on 10.11.2023 it is kindly requested to take up the issue on war foot basis to get relaxation from DoPT for extension of the Adhoc arrangement for a further period of 1 year or till a regular arrangement is made.
