A LETTER FOR CORRECTION


Today there was tweet in POA whatsapp Group commenting on the credibility of association officer bearer. It is made clear to all that we have our limitation and sacrifice level because we have very limited support even within circle what to call of All India. In some circles secretaries are made scapegoat and are sufferer but nobody cares for that. Any way we are doing our duty, here is a letter as desired by our members. All are requested to go through and offer your comment so that GS may issue it to the satisfaction of our members.

Subject:  Regarding organizational Restructuring in Department of Posts.

Respected Sir,

SIR, All the organisations including our esteemed department carries out cadre review in all the cadre in such a way so as to remove the deficiencies which might be existing at the time of the constitution of a service or have crept in subsequently and ensure that the cadre structure satisfies the functional, structural and personnel considerations. With this aim Cadre review is carried out in all cadres including IPoS cadre every 5 years whereas for Group B officers no such cadre review has been carried out ever.

Nevertheless, it is the cadre review that provides an opportunity to overcome various bottlenecks, remove existing distortions and bring about rationalisation of cadre structure so as to improve the efficiency and morale of the cadre officers and thereby enhance the effectiveness of the Service in the fulfilment of the objectives. But unfortunately last two cadre reviews have reduced moral of PS Group ‘B’ officers as their promotional prospective had diminished to large extent. In the recent two such cadre review 47 JTS posts have been reduced and the promotional ration has been brought down to 50:50 from 75:25 and as a result many of our officers are retired as Group B officers. It is not the end even for us timely DPC for promotion to JTS cadre is not being convened resultantly 80% of the officers are retiring in Group ‘B’ without even enjoying increment benefit at level 9 (GP 5400/-).

Recently department has set up a committee for cadre restructuring of Inspector post and ASP cadre and it is understood that proposal of the same is under consideration of directorate. From this the IPs or some junior ASPs could be at advantageous stage but senior Group B officers who had put considerable service together in IP cadre as a whole will again be loser. Moreover there will be functional disparity to adjust a chunk of upgraded post of Group ‘B’ in the existing PS Group ‘B’ divisions.   

It is pertinent to mention here that to overcome all functional problems organizational restructuring as called for vide directorate letter number 23-1/2012-PE-II dated 10-5-2012 along with IP/ASP cadre review can be the solution. Accordingly a complete proposal was submitted to directorate wherein beside other aspects, it was discussed to up-gradate Class II divisions to Class I and in such a way each division could have 2 PS Gr. B officers or more as per justification without any functional problem. Under organisational restructuring no matching saving will be required. With the invent of technology on DOP and Consequent upon introduction of new business, organizational Restructuring could work as a boon.

         There is also no harm to upgrade Class-II divisions to Class-I with simultaneously up-gradation of the posts of ASP (HQ), ASP (Sub Divisions) up-to PS Group “B” level. This will definitely prove result oriented and every cadre will provide their true commitment to various policies and programmes of the department by ensuring its successful implementation.

This association is ready to be part of the meeting with the committee members of cadre restructuring constituted by directorate for IP/ASP. Waiting for positive response and if required meeting may be allowed to held separately with Postal Officer Association for detailed discussion/clarification.

it's very good.the ratio of 75 n 25 to revise 50 50 was challenged by assn..see old correspondence n also challenge this change in rectt rules.non holding dpc of jts from 2016 is itself punishment to officers waiting for promotion
